Yes but it will hinder your chance of getting a secruity clearance and that will limit your job selection.

yes you can but the down side to that is you more then likely will not be able to obtain even a secret level clearance with that on your credit eliminating some jobs for you to pick from
Yes you will be able to join. As far as your security clearance everyone else has mentioned, just be honest about it on/during your investigation. It will not necessarily make you ineligible for a secret or higher clearance. The investigator will just look more in depth to your finances.
